You have reached maximum RR, you were allowed to rent because you have let your first 100 RR to expire.
Checking your account, you never managed well your RR.
This is delayed response. But as I am looking your account now, you let your 200RR to expire.
Next time, it is better to use support section than asking here in forum.
I am 24/7 online in support section, I reply within minutes or 24 hours.
Reminder: Keep only the number of RR you can afford to extend for a long time.
Do not let them expire.
